Authorizes the United States Postal Service to lease office space to a State or political subdivision for one year for one dollar if the space has been offered for rent for 60 days with no response. Requires that any such lease: (1) contain a renewal option; (2) prohibit subletting the space without the Postal Service's approval; and (3) allow the Postal Service to revoke the lease within 90 days notice.
