Congressional Pay Cap Act of 1979 - Prohibits the salaries of the Vice President, Senators, Members of the House of Representatives, the Resident Commissioner of Puerto Rico, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the majority and minority leaders of the Senate and the House of Representatives from exceeding the rate of pay in effect on September 30, 1978.
