Summary

Voluntary National Tuberculosis Insurance for Elk Act of 1992 - Authorizes the Secretary of Agriculture (Secretary) to set up a voluntary national insurance program for tuberculosis in elk to compensate participating owners for the destruction of any elk found to be infected with or exposed to tuberculosis. Sets forth provisions concerning: (1) insurance premiums; (2) deposit and investment of premiums received; and (3) enforcement of this Act. Authorizes the Secretary to use the services, facilities, funds, and authorities of the Commodity Credit Corporation to establish, administer, and otherwise carry out the provisions of this Act. Directs the Secretary to return excess premium funds to the current policy holders of record on a pro rata basis if the insurance program is terminated.
