Summary

Urgent Supplemental Appropriations Act, 1982 - Title I: Chapter I - Makes supplemental appropriations for FY 1982 to the Department of Commerce for general administration. Chapter II - Makes supplemental appropriations for FY 1982 to the: (1) Department of Labor for the Employment and Training Administration and the Employment Standards Administration; (2) Bureau of Labor Statistics for salaries and expenses; (3) Department of Health and Human Services for the Office of the Inspector General; (4) the Department of Education for student loan insurance and for program administration; and (5) ACTION agency for operating expenses and domestic programs. Chapter III - Rescinds specified funds appropriated to the Department of Housing and Urban Development for FY 1982 for annual contributions for assisted housing. Makes supplemental appropriations for FY 1982 to the Government National Mortgage Association for the Special Assistance Functions Fund. Makes supplemental appropriations for FY 1982 to the Environmental Protection Agency for construction grants. Increases the limitation on the staff positions of the: (1) Department of Housing and Urban Development's Office of the Assistant Secretary for Legislation and Congressional Relations; (2) the National Aeronautics and Space Administration's Office of the Comptroller; and (3) the Veterans Administration's Office of Planning and Program Evaluation. Chapter IV - Makes supplemental appropriations for FY 1982 to the Department of Transportation for: (1) the Coast Guard; (2) the Federal Highway Administration; and (3) the Interstate Commerce Commission. Chapter V - Makes supplemental appropriations for FY 1982 to the Department of the Treasury for: (1) the Bureau of Government Financial Operations; (2) the Bureau of Alcohol, Tobacco and Firearms; and (3) the United States Customs Service. Makes supplemental appropriations for FY 1982 to the Merit Systems Protection Board for salaries and expenses. Title II: General Provisions - Prohibits any part of the appropriations contained this Act from remaining available for obligation beyond the current fiscal year unless expressly so provided.
