Summary

Ocean Dumping Amendments Act of 1982 - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to revise the factors which the Administrator of the Environmental Protection Agency shall consider when establishing criteria for reviewing and evaluating ocean dumping applications. Requires the Administrator to consider, with regard to materials determined to be unsuitable for dumping, the availability of alternatives, including ocean or land-based locations or disposal or recycling processes. Requires, with regard to materials determined to be suitable for dumping, consideration of the availability of alternatives which are environmentally, economically, and technologically acceptable. Revises the procedures under which the Administrator may designate dump sites. Makes site designations mandatory, instead of discretionary. Requires the Administrator, when designating sites, to consider the criteria set forth in the Act for evaluating ocean dumping permits, and additional specified criteria. Requires the Administrator to periodically monitor each dump site. Requires the Administrator or the Secretary of the Army to impose on permitees any special provisions deemed necessary to minimize the harm from dumping. Makes permit processing fees mandatory, rather than discretionary. Authorizes the Administrator or the Secretary to issue interim permits in cases in which the effects of dumping are of concern, but where no alternative exists. Specifies conditions applicable to such interim permits. Sets forth transitional provisions. Extends the authorization of appropriations to carry out the Act through FY 1984.
