An amendment to provide grants to states that implement drug enforcement programs, but only if the state program requires the suspension or revocation of driver's licenses of persons convicted of drug-related criminal offenses. To qualify for the grants, states would be required to impose suspensions of at least six months for a first conviction and at least one year for repeat convictions within a five-year period. States would also be required to provide for issuance of restricted driver's licenses (under terms and conditions set by the state) to persons whose regular licenses have been suspended or revoked. Fianlly, the substitute authorizes $125 million over three years for these grants.

An amendment to express the sense of Congress in recognizing the heroic efforts of the members of the U.S. Coast Guard, individuals of the U.S. and Canadian Air Forces, and the crew of the Tanker Williamsburg in the rescue of 510 passengers aboard the vessel Prinsendam that caught fire on October 4, 1980. It directs the Coast Guard to furnish the Clerk of the House the names of individuals involved in the rescue so the Clerk can convey to them the appreciation of the Congress.

An amendment providing for evaluating the suitability of establishing future regional hazardous waste storage and disposal centers on property owned by the Federal government. The amendment requires the Administrator to select three sites in areas needed to accommodate near term levels of hazardous waste in the area and which has surface transportation access. The amendment sets criteria for the site (e.g., 15,000 acres, 1 mile from residences, 2 miles from highways). The sites are to be studied for suitability with the study submitted to the Administrator in one year.

Ballona Wetlands Restoration Act of 1992

Ballona Wetlands Restoration Act of 1992 - Directs the Secretary of the Army to issue regulations for the expedited consideration of permit applications submitted under the Federal Water Pollution Control Act for the discharge of dredged or fill material into navigable waters at the Ballona Wetlands in Los Angeles, California. Requires the Administrator of the Environmental Protection Agency to establish a demonstration program to encourage the full restoration of such wetlands. Provides for mitigation credits to persons who conduct restoration activities. Permits credits to be used for obtaining permits for the discharge of dredged or fill material between Point Conception, California, and the Mexican border. Requires the Administrator to establish a mitigation banking system and authorizes the sale of credits to third parties with the Administrator's approval. Authorizes appropriations.
