Summary
Capitol Grounds Master Plan Act - Grants congressional approval to the master plan for the U.S. Capitol Grounds. Establishes the Capitol Interest District consisting of specified areas within the District of Columbia. Makes the Capitol Interest District subject to specified provisions of law and to the review jurisdiction of the Commission of Fine Arts. Deems the Architect of the Capitol to be an ex officio member of the Commission of Fine Arts when the Commission considers any design review matter arising in or bearing on the Capitol Interest District and any other property abutting on properties under the Architect's control and jurisdiction. Authorizes the Architect of the Capitol to serve as an additional member of the Historic Preservation Review Board when the Board considers any matter arising in or bearing on the Capitol Interest District. Gives the Architect of the Capitol jurisdiction and control over specified public property in the District of Columbia as he determines necessary to carry out the provisions of the master plan. Declares that for all other purposes such public property shall remain under the control and jurisdiction of the District of Columbia. Authorizes the Architect to expend funds appropriated for the care and maintenance of the Capitol grounds for the implementation of the landscape design described in the master plan. Authorizes the Architect to serve as a designated member of the Zoning Commission of the District of Columbia on the Board of Zoning Adjustment when the Board considers any matter arising in or bearing on the Capitol Interest District.
