Summary

Mail Delivery to Physically Handicapped Act of 1980 - Authorizes any resident to apply with the Postal Service for the delivery of mail to his or her door. Requires the Postal Service to approve such an application and begin such delivery if the application includes a physician's certification that the resident is physically handicapped to the extent that delivery of mail other than by door delivery would impose a medical or physical hardship on such resident.
