Summary
Gun Buy Back Partnership Grant Act of 1999 - Authorizes the Director of the Bureau of Justice Assistance to make grants to States or local governments to conduct community gun buy back programs. Sets forth provisions regarding the distribution and use of funds, minimum and maximum amounts to be provided to qualifying jurisdictions, matching funds, and application requirements. Requires the Director, in awarding grants, to give preferential consideration to applications from jurisdictions that will conduct a community gun buy back program that will destroy all guns received by the program, or that will donate to a State or local museum for display any inoperable gun that is a curio or relic or that has historic significance. Authorizes appropriations.
