Authorizes the Secretary of the Interior to issue rights-of-way and special land use permits for the construction of pipelines in the State of Alaska, along the shortest feasible route between Prudhoe Bay, Alaska, and the Canadian border after complying with all applicable provisions of the National Environmental Policy Act.
