Amends the Congressional Budget Act of 1974 to revise provisions relating to the congressional budget process. Makes it out of order in the House of Representatives to agree to any legislation which provides for new entitlement authority or raises revenues except by a vote of two-thirds of the Members voting, a quorum being present.
