Summary

Authorizes the Secretary of Housing and Urban Development, acting through the States, to make loans to homeowners to assist them in purchasing and installing qualified solar heating and cooling equipment. Describes the financial assistance available under this Act. Sets forth the formula for the allocation of appropriated funds to the States. Directs the Secretary to disseminate information concerning recommended standards and types of qualified solar heating or solar and cooling equipment appropriate for use in residential structures.
