Summary

Amends the Solid Waste Disposal Act to add to standards applicable to hazardous waste treatment, storage, and disposal facilities under the Act a requirement that a facility owner or operator be prohibited from locating the facility within 5,000 feet of any residential, day care, church, school, or park property. Adds to the minimum requirements of State solid waste plans that owners or operators of facilities for the collection, storage, recycling, disposal, or other management of solid waste or recyclable materials be subject to the same location restrictions stated above.
