This bill directs the Department of the Interior, in evaluating a bid for an oil or gas lease, to award a 10% credit to the value of a bid if the bidder commits to enter into a project labor agreement with respect to any employees who will be engaged in building or construction in the offshore wind energy development within the leased track.
