Summary

Postal Reorganization Act Amendments - Authorizes to be appropriated for fiscal years 1976 through 1979 an amount equal to $35 multiplied by the number of delivery addresses estimated by the Postal Service to be served during the fiscal year involved. Provides appropriations for the transition period from July 1, 1976 through September 30, 1976. Specifies levels of service to be maintained by the Postal Service. Requires the approval of the Senate of Presidential appointees to the Postal Rate Commission as Commissioners. Provides for the election by the Commissioners of a Vice Chairman of the Commission. Sets forth the duties of the Chairman of the Commission. Requires that any final action of the Commission with respect to rates and fees, mail classification, postal services and complaints be made by a majority vote of the Commissioners. Revises rules of procedure for the Commission's action on requests of the Postal Service. Provides for the establishment of temporary changes in postal rates or in the mail classification schedule by the Postal Service in any case in which the Commission fails to act within the specified time, on a request for such changes by the Service. Includes within the classification of "periodical publications": (1) any catalog or course listing issued by an institution of higher education; and (2) any looseleaf page or report designed for inclusion in any treatise or compilation. States that such publications shall qualify as second class mail. Provides for reduced postage rates for publications of State fish and wildlife resource management agencies. Requires the Postal Service to keep the Postal Rate Commission fully and currently informed with respect to the operation of the Postal Service. Establishes the Commission on Postal Services States that the Commission shall be composed of five members. Sets forth the method by which such members shall be appointed. States that the primary duty of the Commission shall be the identification and study of the public service aspects of the Postal Service. Directs the Commission also to identify the difference between the costs the Postal Service should reasonably be expected to incur and the revenues the Service may reasonably be expected to receive. Directs the Commission to determine the extent to which the public service aspects of the Postal Service shall be supported by appropriations. Directs the Commission to study the ratemaking procedures of the Postal Rate Commission, and to develop recommendations for more expeditious and economical procedures that are responsive to the needs of the Postal Service and of the public. Provides for the possibility that the Commission on Postal Services will recommend the abolition of the Postal Rate Commission. Directs the Postal Service Commission to study the causes of the increases in postal costs that have occurred since the Postal Reorganization Act and to consider and report on the desirability of instituting additional statutory or administrative systems for reviewing and controlling postal costs. Requires the Commission to transmit to the President and to Congress detailed progress reports four times annually, and a final report within two years after the date of enactment of this Act. Authorizes to be appropriated to the Postal Service Fund such sums as may be necessary to carry out the provisions of this Act.
