Supports Bulgaria's investigation into the July 18, 2012, terrorist attack in Burgas, and urges the President to provide related diplomatic, intelligence, and law enforcement support. Supports Bulgaria as a member of the North Atlantic Treaty Organization (NATO) and urges the United States, NATO, and the EU to work with Bulgaria to safeguard its territory and citizens from terrorism. Urges the President to make available to European allies and the European public information about Hizballah's terrorist activities, efforts to subvert democracy in Lebanon, and material support for Bashar al Assad's campaign of violence in Syria.

Expresses the sense of Congress that: (1) the North Korean missile launch of December 12, 2012, represents a flagrant violation of specified U.N. Security Council resolutions; (2) North Korea continues to defy the U.N., its Six-Party partners, and the international community; (3) the member nations should immediately impose sanctions covered by such resolutions and censure North Korea; and (4) all current restrictions against North Korea, including sanctions that ban the importation into the United States of North Korean goods, should remain in effect until North Korea no longer engages in activities that threaten U.S. interests and global peace.

Expands the enumerated powers of the U.S. Postal Service (USPS) to include the authority to provide nonpostal services. Removes existing conditions that limit nonpostal services to certain services offered as of January 1, 2006. Prohibits the USPS from entering into contracts with any corporation not incorporated in the United States. Directs the Postmaster General to report annually to Congress on the nonpostal services provided by the USPS during each preceding year with an analysis of the costs associated with, and the revenues generated by, each nonpostal service.

Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

Air Travelers' Bill of Rights Act of 2012 - Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) to: (1) establish an air travelers' bill of rights for air passengers screened at primary airports, and (2) post it on the TSA website and display signs and distribute brochures listing such rights to passengers before they are screened. Requires the air travelers' bill of rights to include, at a minimum, that a passenger has the right to: (1) presumed innocence before, during, and after screening; (2) be screened expeditiously if verified by the TSA as a low-risk or frequent traveler; (3) decline to be screened by a device that uses backscatter x-rays; (4) freedom from searches and screening procedures not implemented for cause or suspicion; (5) be screened by a method other than a pat-down; (6) accompany minor children through the screening process; (7) privacy of any image of the passenger generated during the screening process; and (8) peacefully express his or her concerns of mistreatment during the screening process to the supervisor of the individual conducting the screening. Transfers from the Under Secretary of Transportation for Security (DOT) to the Assistant Secretary the authority to approve any application of an airport operator to have the screening of passengers and property at an airport be carried out by the screening personnel of a qualified private screening company (security screening opt-out program). Requires the Assistant Secretary to approve all such applications. Directs the Assistant Secretary to take necessary actions to expand TSA's expedited screening initiative (PreCheck program). Directs the Assistant Secretary to increase the number of canines from the TSA's National Explosives Detection Canine Team Program, placed at commercial service airports with more than 2.5 million passenger boardings each year, to a number sufficient to ensure at least one canine team can be tasked exclusively for screening passengers. Prohibits the use of random computer-generated screening of air passengers at commercial service airports. Directs the Assistant Secretary to prescribe regulations to: (1) limit the screening of passengers through use of pat-downs; and (2) ensure that the screening of passengers wearing a prosthetic limb, a breast pump, adult diapers, a wheelchair, an insulin pump, or any other medical device is done in a private area out of view of other passengers if requested. Requires termination of any TSA or private security screener who commits a gross violation of the privacy of a passenger in a manner not supported by TSA policy. Amends the Support Anti-terrorism by Fostering Effective Technologies Act of 2002 to exclude from its liability protections against claims arising out of, or resulting from, an act of terrorism the manufacturers of advanced imaging technology or any technology developed or acquired after enactment of this Act for the screening of passengers. Directs the Secretary of Homeland Security (DHS) to take all appropriate actions to implement any elements of the air travelers' bill of rights that are not currently included in TSA policies and practices. Directs the Assistant Secretary to provide a Passenger Privacy Protection Award to an eligible airport and individual for improving the privacy of passengers at airports each year. Prescribes requirements for the distribution of unclaimed money recovered at airport security checkpoints.

Military CDL Act of 2012 - Revises certain commercial driver's license (CDL) requirements with which a state must comply in order to avoid the administrative penalty of a withholding by the Secretary of Transportation (DOT) of a percentage of the state's apportionment of certain federal-aid highway program funds. Permits a state to issue a CDL to an individual who operates or will operate a commercial motor vehicle and who: (1) is an active duty member of the Armed Forces, including the military reserves, National Guard, U.S. Coast Guard, or Coast Guard Auxiliary; and (2) is not domiciled in the state, but whose temporary or permanent duty station is located there.

Buffett Rule Act of 2012 - Amends the Internal Revenue Code to allow taxpayers to donate an amount (not less than $1), in addition to any tax owed, which shall be deposited in the general fund of the Treasury and transferred to an account used to reduce the public debt. Requires such donation to be designated on a taxpayer's income tax return at the time such return is filed.

No Hungry Kids Act - Nullifies the rule published by the Department of Agriculture on January 26, 2012, establishing nutrition standards for the school lunch and breakfast programs. (This rule is summarized as requiring most schools to increase the availability of fruits, vegetables, whole grains, and fat-free and low-fat fluid milk in school meals; reduce the levels of sodium, saturated fat and trans fat in meals; and meet the nutrition needs of school children within their calorie requirements.) Amends the Richard B. Russell National School Lunch Act to prohibit the Secretary of Agriculture's minimum nutritional requirements for school lunches from being construed as establishing a calorie maximum for individual school lunches or prohibiting a child from eating a lunch provided by the child's parent or legal guardian.

Defending American Taxpayers From Abusive Government Takings Act of 2012 - Amends the Federal National Mortgage Association Charter Act to prohibit the Federal National Mortgage Association (Fannie Mae) from purchasing any mortgage secured by a structure or dwelling unit located within a county that contains any structure or dwelling unit that secures or secured a residential mortgage loan that the state or any territory, including any agency or political subdivision, obtained during the preceding 120 months by eminent domain. Amends the Federal Home Loan Mortgage Corporation Act to prohibit the Federal Home Loan Mortgage Corporation (Freddie Mac) from doing the same. Amends the National Housing Act to prohibit the Secretary of Housing and Urban Development (HUD) from newly insuring any mortgage secured by a structure or dwelling unit located in such a county. Prohibits the Secretary from guaranteeing, making, or insuring a housing or small business loan for a residence located in such a county.

Compassionate Freedom of Choice Act of 2012 - Amends the Federal Food, Drug, and Cosmetic Act to declare that nothing in it or in the Public Health Service Act shall prevent or restrict, and the Food and Drug Administration (FDA) shall not implement or enforce any law to prevent or restrict, the importation, distribution, or sale of investigational drugs or devices for terminally ill patients. Prohibits the FDA Commissioner from requiring the disclosure, collection, or reporting of certain information concerning such drugs or devices, except that the sponsor of a clinical trial may voluntarily disclose, collect, or report such information to the FDA.

Condemns the growing repression of democracy and human rights in Ecuador, including the suppression of freedom of expression and increased government control over the judiciary. Calls on the Secretary of State to: (1) note in the 2012 and future Country Reports on Human Rights Practices for Ecuador the limited ability to report on the full account of human rights abuses in Ecuador due to a lack of transparency within government institutions in that country; and (2) provide to the relevant Senate and House committees a budget and performance review of Department of State and U.S. Agency for International Development (USAID) activities in Ecuador funded to promote strong democratic institutions, the rule of law, and human rights. Expresses concern regarding: (1) the lack of high-level counternarcotics cooperation between the United States and Ecuador, (2) aspects of Ecuador's actions that fail to meet the intentions of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act, and (3) the expanded relationship between Ecuador and Iran. Declares that the House of Representatives is not inclined to support a renewal of ATPA for Ecuador based on the current status of such concerns. Calls for a careful review of such concerns, in addition to Ecuador's eligibility as a beneficiary country, when considering renewal of ATPA, which expires on July 31, 2013.

Convicted Child Sex Offender DNA Index System Support Act - Requires the Director of the Federal Bureau of Investigation (FBI) to develop a plan to assist states in performing DNA analyses of samples collected from convicted child sex offenders, with the objective of eliminating the backlog of samples awaiting analysis in state or local forensic laboratory storage and providing for entry of those analyses into the combined DNA Indexing System (CODIS). Provides that the plan shall require that: (1) the Director establish requirements for the performance of DNA analyses by private forensic laboratories; (2) only laboratories determined to satisfy such requirements perform DNA analyses; (3) the Director provide assistance only pursuant to arrangements with those laboratories; and (4) each DNA sample collected and analyzed be accessible only under specified circumstances for criminal justice agencies, in judicial proceedings, for a criminal defendant, or for validation studies and protocol development purposes. Directs the Administrator of the Office of Personnel Management (OPM) to implement all of the recommendations made by the Office of Inspector General in its September 14, 2011, report regarding stopping improper payments from the Federal Government's Civil Service Retirement and Disability Fund to deceased annuitants and survivors.

Preserving American Privacy Act of 2012 - Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft for law enforcement purposes or for surveillance of a U.S. national or real property owned by that national, including by any state or local government, except pursuant to warrant and in the investigation of a felony. Amends the federal criminal code to prohibit a federal agency other than a federal law enforcement agency from using in the United States, or authorizing any federal officer or employee to use in the United States, an unmanned aircraft for such purposes, with the same exceptions. Prohibits the use of any information obtained in violation of such prohibition in a criminal proceeding before a federal court. Subjects the domestic use of an unmanned aircraft to the same limitations and exceptions as apply in the case of any other search. Prohibits evidence obtained by an agency using an unmanned aircraft from being introduced in an administrative hearing. Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft to permit any private person to conduct surveillance on any other private person without the consent of that other person or the owner of any real property on which that other person is present.

Responsible Child Tax Credit Eligibility Verification Act of 2012 - Amends the Internal Revenue Code to require a taxpayer who is an alien and who is claiming the refundable portion of the child tax credit to attach to his or her tax return a photocopy of: (1) each page of the taxpayer's passport; (2) the taxpayer's nonimmigrant visa or permanent residence card; (3) evidence of valid employment authorization; (4) the taxpayer's arrival-departure documentation; and (5) the passport, visa or permanent residence card, and arrival-departure documentation for each qualifying alien child of the taxpayer.

Preserving Work Requirements for Welfare Programs Act of 2012 - Prohibits the Secretary of Health and Human Services (HHS) from finalizing, implementing, enforcing, or otherwise taking any action to give effect to the Information Memorandum dated July 12, 2012 (Transmittal No. TANF-ACF-IM-2012-03), or to any administrative action relating to the same subject matter or that reflects the same or similar policies. Prohibits the Secretary also from authorizing, approving, modifying, or extending any experimental, pilot, or demonstration project under the Social Security Act (SSA) that: (1) waives compliance with mandatory work requirements of SSA title IV part A (Temporary Assistance for Needy Families) (TANF), or (2) authorizes an expenditure not otherwise allowable under a state TANF program with respect to compliance with such work requirements. Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.
