Summary
Rural Business Assistance Act of 1989 - Amends the Rural Electrification Act of 1936 to establish in the Treasury the Rural Business Incubation Fund to make grants and reduced interest loans to electric and telephone borrowers to promote rural business incubation programs. States that such programs shall serve as a common facility to share technical assistance, equipment, staff, and other related services. Funds such programs through participating businesses and borrowers and Treasury purchases of Fund certificates.
