Expresses the sense of Congress that: (1) the President should not sign the Arms Trade Treaty, and that, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement the Treaty, or any similar agreement, or to conduct activities relevant to the Treaty, or any similar agreement.

Commends the Boys & Girls Clubs of America for its work serving youth and strengthening thousands of communities. Recognizes the importance of high-impact mentoring of young people in ensuring positive outcomes for young people of all backgrounds. Supports youth mentoring as a strategy to prepare young people for education, careers, and citizenship. Encourages the Boys & Girls Clubs of America to continue and expand programs that expose young people to science, technology, engineering and math (STEM). Commits to strengthening the partnership between the Boys & Girls Clubs of America and various federal agencies and departments in order to serve an even greater number of young people.

Recognizes the historical importance of the Korean War, which began on June 25, 1950. Honors the service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that have served in Korea since 1950. Reaffirms the commitment of the United States to its alliance with South Korea. Calls on North Korea to abide by international law and cease its nuclear proliferation in order to resume talks that could lead to peace and reunification.

Expressing the sense of Congress that: (1) law enforcement, judges, child welfare agencies, and the public should treat children being trafficked for sex as victims of child abuse; (2) every effort should be made to arrest and hold accountable both traffickers and buyers of children for sex, in accordance with federal laws to protect victims of trafficking and state child protection laws; (3) the child welfare system requires reform to better prevent domestic child sex trafficking and aid the victims; and (4) such system should identify, assess, and provide supportive services to children in its care who are victims of sex trafficking or at risk of becoming such victims. Expresses support for: (1) survivors of domestic sex trafficking, including for the services they need to heal; and (2) an end to demand for girls by declaring that our nation's daughters are not for sale and that any person who purchases a child for sex should be held accountable with the full force of the law.

Recognizes that: (1) access to hospitals and other health care providers for patients in rural areas of the United States is essential to the survival and success of U.S. communities; (2) preserving and strengthening access to quality health care in rural areas is crucial to the success and prosperity of the United States; (3) strengthening access to hospitals and other health care providers for patients in rural areas makes Medicare more cost-effective and improves health outcomes for patients, and (4) rural health care providers are integral to the local economies and are one of the largest types of employers in rural areas of the United States. Celebrates the many dedicated medical professionals across the United States who work hard each day to deliver quality care to people living in rural areas.

Expresses support for efforts to: (1) ensure that women have access to contraception, other preventive services, and medically accurate information necessary to make health care decisions; (2) ensure that women who rely on the family planning and related preventive health grant programs of the Public Health Service Act, title XIX (Medicaid) of the Social Security Act, and non-profit providers like Planned Parenthood continue to get cancer screenings, birth control, and other essential health care services; (3) ensure that women have access to affordable insurance coverage for all pregnancy-related health care needs; and (4) reduce health disparities between men and women and among women of different races, ethnicities, and sexual orientations.

Recognizes the congressional leadership and employees, the Capitol Police, and the Office of the Attending Physician for establishing effective screening methods and response plans that prevented injury and death within the U.S. Capitol Complex. Requests that the President recognize the courage and professionalism of the employees of the Senate Post Office, employees of the Sergeant at Arms of the Senate, members of the Capitol Police, and members of the Capitol Hill community for their steadfast service to the public in defiance of those who seek to disrupt the constitutional duties of the legislative branch.

Expresses the sense of the Senate that the Department of Defense (DOD): (1) should not, as of the date of agreement to this resolution, be granted authority for its requested 2015 and 2017 military base realignment and closure (BRAC) rounds; (2) before being granted such authority, should achieve economic efficiencies by closing and consolidating excess overseas infrastructure and facilities and reexamining relocation opportunities of overseas missions to U.S. military installations; and (3) is unwise to request a BRAC round when the U.S. economy is struggling and negatively impacted communities are fighting to put citizens back to work.

States that Congress: reaffirms the long-standing bonds of friendship and cooperation between the United States and Israel which enjoy bipartisan support in Congress and among the people of the United States; supports the close military, intelligence, and security cooperation that President Obama has pursued with Israel; condemns the statements and policies of the leaders of the Islamic Republic of Iran threatening Israel's security and existence; recognizes the tremendous threat posed to the United States, the West, and Israel by Iran's pursuit of a nuclear weapons capability; reiterates that U.S. policy is to prevent Iran from acquiring a nuclear weapon capability and to take necessary action to implement such policy; supports the full implementation of U.S. and international sanctions on Iran; declares that the United States has a vital national interest and commitment to ensuring Israel's existence and security; supports Israel's right to self-defense; and urges that if Israel is compelled to take military action in self-defense the U.S. government should provide Israel with diplomatic, military, and economic support. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

Recognizes the work of the Small Business Administration (SBA) and its resource partners in providing assistance to entrepreneurs and small businesses. Recognizes the importance of ensuring that: (1) guaranteed loans, including microloans and venture capital, are made available to all qualified small businesses; (2) management assistance programs delivered by SBA resource partners are recognized for providing invaluable counseling services to entrepreneurs; (3) SBA small business disaster assistance is provided in a timely and efficient manner; (4) affordable Internet access is available to all people in the United States so that small businesses can utilize such access; (5) regulatory relief is provided to small businesses through the reduction of duplicative or unnecessary regulatory requirements; and (6) leveling the playing field for small business contracting opportunities remains a primary focus.
