Summary

Railroad Service Retirement Credit Act of 1989 - Amends provisions relating to service credit computation to provide retirement credit under the civil service retirement system (CSRS) to certain Federal employees for service performed after 1935 under the Railroad Retirement Act if such employees: (1) acquire five years or more of other creditable civilian service; and (2) deposit into the Civil Service Retirement and Disability Fund the difference between what they contributed under the Railroad Retirement Act and what they would have contributed to the Fund under CSRS. Amends provisions relating to railroad retirement annuity eligibility requirements to prohibit such an annuity for an individual entitled to receive a civil service retirement annuity.
