Alaska Timber Industry Fairness Act - Establishes a two-year grant program for retooling projects that are designed to facilitate the economic adjustment of specified timber entities by allowing them to: (1) improve or alter their business and practices to become more competitive within the timber industry; or (2) shift to a type of business that is not related to the timber industry. Authorizes the Assistant Secretary for Economic Development of the Department of Commerce to provide grants under such program to any entity that operated in the timber industry in Alaska on January 1, 2008, that operated in Alaska for not less than 10 years, and that can demonstrate that it has been harmed by federal laws or regulations relating to the timber industry, including the United States Forest Service's policies and land management plans completed pursuant to National Environmental Policy Act of 1969. Sets forth provisions concerning eligible uses of grant funding. Treats a grant recipient as a small business concern owned or controlled by socially and economically disadvantaged individuals (as that term is defined in the Small Business Act) for three years after the grant was approved.

Small Business Energy Innovation Act of 2008 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy, in consultation with the Administrator of the Small Business Administration (SBA), to make grants and loan guarantees to small business concerns for the development of innovative energy-efficient technologies and products. Amends the Small Business Act to establish in the SBA the position of Director of Energy Innovation to coordinate SBA energy innovation activities and technical assistance programs. Establishes an energy innovation grant program to provide grants, on a competitive basis, to private, nonprofit organizations, including institutions of higher education, that are capable to providing technical assistance relating to renewable and advanced energy efficiency systems, advanced transportation fuels, carbon capture and sequestration practices and technologies, and other energy efficiency technologies.

Salmon Lake Land Selection Resolution Act - Ratifies the Salmon Lake Area Land Ownership and Consolidation Agreement, which was executed by the Department of the Interior, the state of Alaska, and the Bering Straits Native Corporation on July 18, 2007. Authorizes the Secretary of the Interior to carry out all actions permitted or required under the Agreement.

Southeast Alaska Native Land Entitlement Finalization Act - Authorizes Sealaska Corporation, the Regional Corporation for Southeast Alaska, to select and receive conveyance of its remaining land entitlement under the Alaska Native Claims Settlement Act (ANCSA) from specified: (1) economic development land; (2) sites with sacred, cultural, traditional, or historical significance (with certain restrictions on sites located within a unit of the National Park System); and (3) Alaska Native futures sites with traditional and recreational use value. Authorizes the Director of the National Park Service to enter into a cooperative management agreement with Sealaska, other village corporations and urban corporations, and federally recognized Indian tribes with cultural and historical ties to Glacier Bay National Park to recognize and perpetuate values associated with the Tlingit homeland and culture, wilderness, and ecological preservation. Requires the Secretary of the Interior to complete the conveyance of lands to Sealaska within one year of selection. Prohibits Sealaska from selecting or receiving any conveyance of lands from within any conservation system unit, federally designated wilderness area, or certain land use designation areas. Sets forth provisions relating to: (1) covenants and conditions on land conveyances to Sealaska, including covenants prohibiting commercial timber harvesting or mineral development; (2) authorized uses for the sacred, cultural, traditional, and historic sites; and (3) nonexclusive access and use rights that are required to be included in conveyances to Sealaska of native enterprise sites.

Pacific Salmon Stronghold Conservation Act of 2008 - Establishes the Salmon Stronghold Partnership Board with members from federal, state, tribal, and non-governmental organizations, and other entities with significant resources regionally dedicated to the protection of wild salmon ecosystems, including representatives of specified organizations and Oregon, Washington, California, Idaho, and Alaska. Requires the Assistant Administrator for the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration (NOAA) to carry out specific information and assessment functions associated with the network of salmon strongholds. Provides for: (1) the establishment of a salmon stronghold watershed grants and technical assistance program; and (2) agency coordination. Sets forth provisions concerning: (1) conditions relating to salmon stronghold conservation projects; (2) project funding; and (3) project accountability. Prohibits acquiring private property without the owner's consent.

Drug Trafficking Vessel Interdiction Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to 15 years for knowingly operating or attempting or conspiring to operate by any means, or for embarking in, any submersible or semi-submersible vessel that is without nationality and that is navigating or has navigated into, through, or from waters beyond the outer limit of the territorial sea of a single country or a lateral limit of that country's territorial sea with an adjacent country, with the intent to avoid detection. Imposes an additional civil fine of up to $1 million for violations.

Telehealth for America Act of 2008 - Amends provisions of the Communications Act of 1934 relating to universal service to require a telecommunications carrier, on request, to provide telecommunications services, advanced telecommunications services and information services, and network management services (currently, only telecommunications services) to any public or nonprofit health care provider serving rural areas at rates that are up to 60% less than (currently, reasonably comparable to) urban areas in that state. Includes 14 specific types of providers, facilities, agencies, and organizations under the terms "rural health clinics and rural health care providers" (as part of the definition of "health care provider").

Amends the Internal Revenue Code to allow the owner of a telecommunications business to defer for three years the tax on the gain, up to $350 million, from a sale of such business to a business owned by a member or members of a socially or economically disadvantaged group (e.g., Black Americans, Hispanic Americans, Native Americans, or Asian Pacific Americans) or to reduce the basis of property held by such seller by the amount of gain realized from a sale. Defines "telecommunications business" as any business providing communication services by wire, cable, radio, satellite, or other technology if governed by the Communications Act of 1934 or the Telecommunications Act of 1996. Authorizes the Administrator of the Small Business Administration (SBA) to guarantee loans for the purchase of a telecommunications business under this Act. Directs the Comptroller General to audit the administration of the tax deferral provisions of this Act, to report on such audit every five years, and to include in such report an assessment of the small business loan guarantee program.

Recognizes the success of the troop surge in Iraq and its strategic significance in advancing U.S. vital national interests in Iraq, the Middle East, and the world, in particular as a strategic victory in a central front of the war on terrorism. Recognizes that the gains achieved as a result of the troop surge are significant but not permanent, and that it is imperative that no action be taken that jeopardizes those gains or dishonors the service and sacrifice of the men and women of the U.S. Armed Forces who made those gains possible.

ADA Amendments Act of 2008 - Amends the Americans with Disabilities Act of 1990 (ADA) to redefine the term "disability," including by defining "major life activities" and "being regarded as having such an impairment." Sets forth rules of construction regarding the definition of "disability," including that: (1) such term shall be construed in favor of broad coverage of individuals under the Act; (2) an impairment that substantially limits one major life activity need not limit other major life activities in order to be a disability; (3) an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active; and (4) the determination of whether an impairment substantially limits a major life activity shall be made without regard to the ameliorative effects of specified mitigating measures. Prohibits employment discrimination against a qualified individual on the basis of disability. (Current law prohibits employment discrimination against a qualified individual with a disability because of the disability.) Prohibits the use of qualification standards, employment tests, or other selection criteria based on an individual's uncorrected vision unless the standard, test, or other selection criteria, as used by the covered entity, is shown to be related to the position and is consistent with business necessity. Declares that nothing in the Act: (1) alters the standards for determining eligibility for benefits under state worker's compensation laws or under state and federal disability benefit programs; (2) alters the requirement to make reasonable modifications in policies or procedures, unless such modifications would fundamentally alter the nature of the goods, services, facilities, or accommodations involved; or (3) provides the basis for a claim by an individual without a disability that the individual was subject to discrimination because of the individual's lack of disability. Declares that the authority of the Equal Employment Opportunity Commission (EEOC), the Attorney General, and the Secretary of Transportation to issue regulations includes the authority to issue regulations implementing the definitions of this Act. Makes conforming amendments to the Rehabilitation Act of 1973.
