Consumer Tire Registration and Public Notice Improvement Act - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to require automobile and automobile tire dealers or distributors to furnish the first purchaser of a tire with a tire registration form.
