Summary
Federal Noxious Weed Act Amendments of 1989 - Amends the Federal Noxious Weed Act of 1974 to require the Secretary of Agriculture to publish an annual list of noxious weeds. Requires the Secretary to: (1) establish within the Animal and Plant Health Inspection Service a Center for Noxious Weed Management and Data Collection; (2) establish a coordinated management plan for noxious weed control in the United States; and (3) report annually to the appropriate congressional committees regarding such plan and Federal, State, and local agency compliance. Authorizes FY 1990 through 1994 appropriations.
