A bill to amend the Stock Raising Homestead Act to provide certain procedures for entry onto Stock Raising Homestead Act lands, and for other purposes.

Summary

Amends the Stock Raising Homestead Act to set forth procedural guidelines for gaining entry onto land for mineral prospecting purposes, including: (1) filing of a notice of intention to locate a claim with additional notice to the surface owner; (2) acreage limitations for claim location purposes; (3) approval by either the surface owner or the Secretary of the Interior (the Secretary) as a prerequisite to mineral exploration, development and production; (4) posting of a mandatory surety bond; and (5) submittal of a plan of mining operations satisfactory to the Secretary. Provides for damages if the surface owner has suffered losses for activities pursued without such owner's consent, or with such consent but not in compliance with the approved plan of mining operations. Directs the Secretary to determine if simplification of procedures is necessary under the Federal Land Policy and Management Act of 1976 with respect to the conveyance of mineral interests in Federally owned land. Requires the Secretary to notify certain congressional committees if no action is necessary.
