Condemns the senseless attack at Sandy Hook Elementary School in Newtown, Connecticut, on December 14, 2012. Offers condolences to all of the students, teachers, administrators, and faculty of Sandy Hook Elementary School, as well as their families, and recognizes that the healing process will be long and difficult for the entire community. Honors the selfless, dedicated service of: (1) the teachers, school administrators, school support staff, medical professionals, and others in the greater Newtown community; (2) the emergency response teams and law enforcement officials who responded; and (3) the law enforcement officials who continue to investigate the attack. States that the Senate remains committed to working together to help prevent such tragedies from ever happening again.

Expresses the sense of Congress that: (1) tax incentives for retirement savings plans play an important role in encouraging employers and employees to participate in such plans, (2) existing incentives have increased the number of Americans covered by a retirement plan, and (3) a reformed and simplified federal tax code should include incentives to maintain and contribute to such plans and to strengthen retirement security for all Americans.

Calls for the immediate and unconditional release of U.S. citizen Alan Phillip Gross. Commercial Building Modernization Act- Amends the Internal Revenue Code, with respect to the tax deduction for energy-efficient commercial buildings, to: (1) extend such deduction through 2016; (2) include within the definition of "property" for purposes of such deduction a commercial building and a multifamily building (a structure of five or more dwelling units used as residential housing); (3) increase the maximum amount of such deduction; and (4) adopt the updated standard of the American Society of Heating, Refrigerating, and Air Conditioning Engineers and the Illuminating Engineering Society of North America applicable to property eligible for such deduction. Allows through 2016 a new tax deduction for the cost of retrofitting existing commercial and multifamily buildings.

Nuclear Waste Administration Act of 2012 - Establishes as an independent agency in the executive branch: (1) the Nuclear Waste Administration (NWA) to provide for the permanent disposal of nuclear waste, including the siting, construction, and operation of additional repositories, a test and evaluation facility, and additional storage facilities; and (2) the Nuclear Waste Oversight Board. Transfers to the NWA Administrator specified functions of the Secretary of Energy. Prescribes guidelines for nuclear waste facilities and for the identification and suitability of candidate sites. Directs the Environmental Protection Agency (EPA) to adopt generally applicable standards to protect the environment from offsite releases from radioactive material in geological repositories. Directs the Nuclear Regulatory Commission (NRC) to amend its regulations governing the licensing of geological repositories to make them consistent with comparable EPA standards. Prohibits the Administrator, before ratification of a consent agreement with a state, local, or tribal government, from possessing, taking title to, or storing more than 10,000 metric tons of spent nuclear repository fuel at a storage facility licensed under this Act. Requires the Secretary to arrange for the Administrator to dispose of defense wastes in a repository developed under this Act. Confers upon the Administrator responsibility for transporting nuclear waste under this Act. Establishes in the Treasury the Nuclear Waste Administration Working Capital Fund. Amends the Nuclear Waste Policy Act of 1982 to reflect the amendments made by this Act. Authorizes the Administrator to proceed with siting and licensing consolidated storage facilities pursuant to a certain cooperative agreement entered into before the date of enactment of this Act. Terminates those authorities of the Secretary regarding siting, construction, and operation of repositories, storage facilities, or test and evaluation facilities which were not transferred to the Administrator under this Act.

Department of Energy High-End Computing Improvement Act of 2012 - Renames the Department of Energy High-End Computing Revitalization Act of 2004 as the Department of Energy High-End Computing Act of 2012. Defines "exascale computing" as computing through the use of a computing machine that performs near or above 10 to the 18th power floating point operations per second. Directs the Secretary of Energy (DOE) to: (1) conduct a research program to develop exascale computing machines to promote DOE missions; (2) coordinate the development of such machines across all applicable DOE agencies; and (3) implement the program through an integration of application, computer science, and computer hardware architecture using public-private partnerships to ensure that exascale computing machines are capable of solving DOE target applications and scientific problems. Authorizes appropriations for FY2013-FY2015.

National Park Service Critical Authorities Act of 2012 - Revises provisions regarding the removal of snow and ice around federal buildings in the District of Columbia. Permits the Federal Highway Administration (FHA) and the National Park Service (NPS) to exchange lands in Virginia along the George Washington Memorial Parkway affecting access to the Claude Moore Historical Farm and security at the FHA's Turner-Fairbank Highway Research Center and the Central Intelligence Agency (CIA) complex adjacent to the farm. Revises specified current penalty provisions applicable to the National Park System to provide for the uniform application throughout the System of specified penalty provisions of the National Park Service Organic Act and the federal criminal code.

National Park Service Study Act of 2012 - Directs the Secretary of the Interior to conduct special resource studies of: (1) the Kau coast, on the island of Hawaii; (2) on request, the island of Rota in the Commonwealth of the Northern Mariana Islands; (3) sites in Alaska associated with the forced abandonment of the Aleut villages of Makushin, Kashega, and Biorka around Unalaska Island and Attu on Attu Island during World War II; (4) the five relocation sites in Alaska at Funter Bay, Burnett Inlet, Killisnoo, Ward Lake and the Wrangell Institute; (5) specified World War II Japanese American Relocation Center sites; (6) American Latino sites in the San Luis Valley and Central Sangre de Cristo Mountains in Colorado and New Mexico; (7) the town of Goldfield and outlying mining sites in Nevada; (8) the Hudson River Valley in New York; (9) the Norman Studios in Jacksonville, Florida, at which African-American casts and crews were used in the production of silent films; (10) the Mobile-Tensaw River Delta in Alabama; and (11) Galveston Bay in Texas. Requires updates of: (1) the study authorized by the National Park Service Studies Act of 1999 relating to World War II sites, Republic of Palau; and (2) the 1979 study entitled "Vermejo Ranch, New Mexico/Colorado: Study of Management Options." Directs the Secretary to: (1) study alternatives for commemorating and interpreting the role of the Buffalo Soldiers in the early years of the National Parks, (2) conduct a national historic landmark theme study to identify sites and resources in the southern United States that are significant to the Reconstruction era, and (3) study the feasibility of including 45 miles of the Chattahoochee River and land along the river corridor within the boundary of the Chattahoochee River National Recreation Area located in Georgia.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Recognizes the heroic efforts of firefighters and military personnel to contain wildfires and protect lives, homes, natural resources, and rural economies throughout the United States. Encourages: (1) people and the federal government to express appreciation to the men and women in the firefighting services, (2) people and communities to act diligently in preventing and preparing for a wildfire, and (3) people to keep in their thoughts the individuals who have suffered as a result of wildfire.

Authorized Rural Water Projects Completion Act - Establishes in the Treasury a Reclamation Rural Water Construction Fund, into which the Secretary of the Treasury shall deposit for each of FY2013-FY2029 a specified amount of revenues that would otherwise be deposited in the reclamation fund established by the Reclamation Act of 1902. Authorizes the Secretary to use amounts from the Fund to complete construction of rural water projects: (1) that were authorized to be carried out on or before this Act's enactment, or (2) for which the Secretary completed a feasibility report by September 30, 2012, that recommends construction and for which an Act of Congress enacted after this Act's enactment has authorized construction. Prohibits the Secretary from using amounts from the Fund to pay for project operation and maintenance costs. Prohibits the Secretary from expending amounts from the Fund until the date on which the Secretary develops: (1) programmatic goals that would enable the completion of construction of the authorized rural water projects as expeditiously as possible and that reflect the goals and priorities identified in the laws authorizing the projects and the goals of the Reclamation Rural Water Supply Act; and (2) funding prioritization criteria that takes into account specified information, including an evaluation of the need for potable water supplies in the affected rural and tribal communities, the completion status of a project, and the financial needs of the affected communities. Terminates the Fund on September 30, 2034.
