Summary
Hubert H. Humphrey Civic Education Enhancement Act - Authorizes the Secretary of Education to award grants to institutions of higher education (IHEs), State educational agencies (SEAs), and other nonprofit educational providers (NEPs) for teacher training and retraining institutes that focus on the teaching of civics. Amends the National and Community Service Act of 1990 to extend and increase an authorization of appropriations for school-based and community-based service-learning programs (Learn and Serve America). Authorizes the National and Community Service Corporation to award service-learning institute grants to IHEs, SEAs, and other NEPs for teacher training and retraining institutes that focus on school-based service-learning programs. Amends the Elementary and Secondary Education Act of 1965 to revise provisions for local innovative education programs to include community service programs under which qualified school personnel train and mobilize young people to strengthen their communities through nonviolence, responsibility, compassion, respect, and moral courage. Authorizes the Secretary to award grants to: (1) local educational agencies to plan, develop, and implement a program to enhance the efficacy of student government and other student leadership programs in the decision-making processes of secondary schools, or a partnership program with the appropriate governmental entities to allow formal involvement by secondary school student representatives in local government activities, on the school board, in the local educational agency, or in State government; and (2) SEAs to provide short-term training programs and stipends for student leaders that inform them of local, State, and Federal governments, and training programs, or that use experienced student leaders to carry out training on the importance of civic engagement, methods of engagement, and other aspects of leadership development.
