Summary

Individuals with Disabilities Education Improvement Act of 2003 - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize appropriations through FY 2009. Revises IDEA requirements for: (1) assistance for education of all children with disabilities, including infants and toddlers, particularly the identification of such children; and (2) national activities to improve the education of such children. Includes among such national activities: (1) State personnel preparation and professional development grants; (2) scientifically based research into educational practices that support learning and improve academic achievement and progress for all students with disabilities, technical assistance, model demonstration projects, and dissemination of information; (3) supports to improve results for children with disabilities, including parent community training and information centers and community parent resource centers; and (4) interim educational settings, behavioral supports, and whole school intervention. Authorizes the Secretary of Education to make grants related to interim educational settings, behavioral supports, and whole school intervention, as a new component of IDEA national activities. Replaces IDEA State program improvement grants for children with disabilities with grants to State education agencies for personnel preparation and professional development of both special education and regular education teachers of children with disabilities. Revises evaluation and individualized education program requirements to reduce certain meeting and paperwork burdens under IDEA. Amends the Rehabilitation Act of 1973 to authorize additional appropriations for vocational rehabilitation services for students with disabilities, and revise other requirements relating to such services.
