Summary
Animal Agriculture Reform Act - Directs the Secretary of Agriculture to establish an animal waste management program under which the Secretary shall approve a qualifying concentrated animal feeding operation waste management plan. Prohibits the land application of animal waste that exceeds specified levels of nitrogen, phosphorus, and other substances and threatens environmental or soil pollution. Sets forth provisions respecting: (1) land application of waste; (2) waste containment and treatment; (3) construction and discontinuation of animal waste structures; (4) wet waste containment systems; and (5) enforcement penalties. Amends the Food Security Act of 1985 to provide environmental incentives for animal waste management plan implementation. Authorizes appropriations. Authorizes appropriations to carry out this Act.
