Directs the President to appoint: (1) two additional permanent district judges for the middle district of Florida and four additional permanent district judges for the southern district of Florida; and (2) one additional temporary judge for the middle district of Florida (and directs that the first vacancy in the office of district judge in that district occurring ten years or more after the confirmation date of that judge not be filled).
