A bill to amend the Disaster Assistance Act of 1988 to require the Secretary of Agriculture to establish separate payment rates for the 1988 crops of feed barley and malting barley for purposes of determining the amount of any refund of advance deficiency payments payable by producers of such crops, to require the Secretary to conduct a study of the impact of establishing separate payment rates for the 1989 and subsequent crops of feed barley and malting barley for purposes of determining the amount of deficiency payment payable to producers of such crops, and for other purposes.
