Summary
AmeriCorps Reform and Charitable Expansion Act - Amends the National and Community Service Act of 1990 to replace the current AmeriCorps program of grants to national service programs with a program of vouchers to individuals to perform national service for charities that primarily assist low-income individuals and families. Directs the Corporation for National Service to make grants to State Commissions on National and Community Service to enable them to provide such vouchers to participants. Provides for participant terms of service, living allowances, health insurance, and child care, as well as individualized support services for participants with disabilities. Allows participants to elect to transfer their national service educational awards to other individuals under certain conditions.
