Summary

Strategic Anti-Missile Revitalization and Security Act of 1996 - Directs the President to give notice to the Russian Federation of the U.S. intention to withdraw from the Anti-Ballistic Missile Treaty, as permitted under Treaty articles. Prohibits, after a specified time, the expenditure of funds for the enforcement of such Treaty. Directs the President, after notification to the Russian Federation, to certify to the Congress that the Treaty is no longer interpreted as applying to the development or operation of any U.S. missile defense or air defense systems.
