Summary

Arctic Research and Policy Act of 1981 - Establishes the Arctic Research Council, composed of the Secretaries of the Interior, Defense, and Commerce, to coordinate a comprehensive Arctic research policy. Directs the Council to: (1) establish a clearinghouse for all Arctic research conducted by the Government; (2) establish priorities for research activities; (3) direct each Executive agency to submit a list of its activities that may affect the Arctic environment or residents of the north slope of Alaska and to describe agency measures to minimize adverse impacts; (4) determine whether and how the Naval Arctic Research Laboratory should be maintained; (5) coordinate the international exchange of information about the Artic; and (6) report to Congress annually. Directs the Council chairman to appoint an advisory committee. Creates an Arctic Research Fund to support activities of the Council. Requires one percent of all revenues received by the Government from the sale or lease of interests off the coast of, or in lands on, the north slope to be paid into such Fund. Requires agencies which issue permits for exploration or development activity or the transportation of energy resources in the Arctic area to require permit applicants to conduct research to assure that such activity is performed in a manner minimizing adverse impacts.
