Summary

Authorizes the Secretary of the military department concerned, or the Secretary of Homeland Security with respect to the Coast Guard when not operating as a service in the Navy, to award a campaign medal, to be known as the Iraqi Liberation Medal, to any person who serves in any capacity with the armed forces in the Southwest Asia region in connection with Operation Iraqi Freedom. Prohibits any person receiving such medal from also being awarded the Global War on Terrorism Expeditionary Medal for that service.
