Summary

Northern Great Plains Rural Development Authority Act - Amends the Consolidated Farm and Rural Development Act to establish the Northern Great Plains Regional Authority which shall develop programs and approve grants for the economic development of the region encompassing Iowa, Minnesota, Nebraska, North Dakota, and South Dakota. Authorizes: (1) the Authority to approve grants to States, local governments, and public and nonprofit entities for approved projects, including grants to local development districts for administrative expenses; and (2) the use of Authority funds to supplement Federal grant requirements under specified circumstances. Directs the Authority to designate annually, and obligate funds for, distressed counties and areas. Terminates the Authority as of a specified date.
