Summary
Declares that if a draft bill implementing a certain agricultural agreement under the Uruguay round of negotiations under the General Agreement on Tariffs and Trade (GATT) is not submitted by the President to the Congress before February 15, 1991: (1) the United States Trade Representative shall submit, by May 31, 1991, an additional report required under the Trade Act of 1974 that identifies those countries that have major trade barriers to, and practices that distort, the export of U.S. agricultural products; and (2) the President shall instruct the Secretary of Agriculture to implement a marketing loan program or an export enhancement program in accordance with the Omnibus Trade and Competitiveness Act of 1988. Amends the Omnibus Trade and Competitiveness Act of 1988 with respect to implementation of such marketing loan and export enhancement programs.
