A bill to authorize the Secretary of the Interior to enroll certain Alaskan Natives for benefits under the Alaska Native Claims Settlement Act.

Summary

Authorizes the Secretary of the Interior to enroll specified Alaskan Natives for benefits under the Alaska Native Claims Settlement Act. Directs the Secretary to deposit in the Treasury of the United States escrow account proceeds derived from contracts, leases, permits, rights-of-way or easements pertaining to lands or resources of lands withdrawn for native selection pursuant to the Settlement Act. States that the United States shall pay interest on all moneys in the Alaska Native Fund from the date of enactment of this Act. States that in determining the eligibility of any household to participate in the food stamp program, any compensation, remuneration, revenue, or other benefit received by any member of such household under the Settlement Act, in connection with an aboriginal land claim of such person, shall be disregarded. Authorizes the merger or consolidation of village corporations formed within the same region of Alaska under the Alaska Native Claims Settlement Act. Permits the subsequent merger of any such merged corporations with other such merged corporations within the same region. States that such mergers shall be on mergers voted on by shareholders either before or after this Act's enactment. States that the merged corporation would be entitled to all rights and benefits of the Alaska Native Claims Settlement Act and shall be subject to all the restrictions and obligations of such Act. Permits the elimination, under specified circumstances, of the extra rights given to nonvillage residents as part of the terms of a merger or consolidation. Extends the existence of the joint Federal-State Land Use Planning Commission for Alaska for an additional three years, until June 30, 1979. Authorizes the Secretary of the Interior to make grants of $250,000 to the Kodiak, Kenai, Juneau, and Sitka village corporations to carry out their duties under the Settlement Act. Enables villages which did not elect to receive benefits under the Settlement Act when first able to do so to make such election within one year of the date of enactment of this Act. Directs the Secretary of the Interior to convey the subsurface estate of specified lands, and access to such lands as is necessary to conduct mining operations, to Koniag Incorporated Regional Native Corporation. Declares the intent and purpose of the Settlement Act to be to resolve and avoid all disputes related to claims of aboriginal rights and to provide a comprehensive legislative settlement of Alaska Native claims.
