Prohibits the salaries of the Vice President, Senators, Members of the House of Representatives, the Federal judiciary, the Resident Commissioner of Puerto Rico, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the majority and minority leaders of the Senate and House of Representatives from exceeding the rate of pay in effect on September 30, 1978, until the total budget outlays does not exceed Federal revenues for the fiscal year.
