State and Local Government Fiscal Note Act of 1980 - Amends the Congressional Budget Act of 1974 to require the Director of the Congressional Budget Office to estimate the costs which would be incurred by State or local governments in complying with any significant bill or resolution (likely to result in annual costs greater than $200,000,000 or have exceptional fiscal consequences) and compare such estimates with any made by congressional committees or Federal agencies. Authorizes appropriations through fiscal year 1984 for such purpose.

Small Business Minority Contracting Expansion Act of 1980 - Amends the Small Business Act to limit participation in the Small Business Administration's (SBA) minority contract program to five years and to reduce the value of such contracts to a participant by 20 percent each year. Transfers authority for determining eligibility and policy for such program from the Associate Administrator for Minority Small Business and Capital Ownership Development to the Administrator of the SBA.

Amends the Rural Development Act of 1972 to authorize appropriations for the small farm extension programs through fiscal year 1985. Sets forth the formula for the apportionment of such funds to the States.

Provides for decreasing interest rate differentials between deposits or accounts in insured banks and those in savings and loan institutions. Prescribes maximum rates for savings and loan accounts in excess of 0.25 percent of the maximum rates for bank accounts decreasing to 0.05 percent until June 30, 1985.

Patent Term Restoration Act of 1980 - Amends the patent law to extend the terms of patents which encompass specified chemical products, processes for use of a chemical product, or devices, any of which are subject to certain nonpatent regulatory review periods. Sets forth the terms and conditions of such extension, including a seven year limitation. Directs the Commissioner of Patents to issue a certificate of extension stating the fact and length of the extension and identifying the product or device and the use and the claim to which such extension is applicable. Makes such certificate a part of the original patent. Authorizes the Commissioner to revoke such extension if the person subject to the regulatory review period is convicted of a criminal violation for submitting false or misleading data in support of such application.

Deplores the Soviet violations with respect to Afghanistan. Joins calls for the withdrawal of Soviet troops from Afghanistan. Supports the imposition of penalties on the Soviet Union for its aggression. Urges continued action to draw attention to the Soviet violations and to prevent further Soviet incursions.

National Archives and Records Administration Act of 1980 - Establishes the National Archives and Records Administration as an independent establishment in the executive branch. Requires the Administration to be directed by the Archivist of the United States who shall be appointed by the President for a ten-year term. Directs the Archivist to appoint a Deputy Archivist. Sets forth the administrative duties and authority of the Archivist. Requires the Archivist to submit to Congress an annual report concerning the administration of functions of the Archivist and the Administration. Transfers to the Administration and the Archivist the functions, duties, and authority of the General Services Administration (GSA) and its Administrator, respectively, concerning: (1) congressional printing and binding; (2) the Federal Register and the Code of Federal Regulations; (3) the distribution and sale of public documents; (4) archival administration; (5) presidential records; (6) the National Archives Trust Fund Board; (7) the National Historical Publications Commission; (8) records management; (9) records management by Federal agencies; and (10) the disposal of records. Transfers to the Archivist all functions of the person holding the office of Archivist of the United States before enactment of this Act. Transfers the National Archives and Records Service (presently within GSA) to the Administration from GSA.

Expresses the sense of Congress regarding the domestic automotive and truck industry. Declares it to be a goal of the United States to achieve technological superiority in the world automobile and truck industry. Advocates changes in economic, fiscal, and import policies in order to create adequate capital and produce a more favorable climate for the domestic automobile and truck industry.

Amends Rule 24 of the Federal Rules of Criminal Procedure and Rule 47 of the Federal Rules of Civil Procedure to require that a court permit the defendant and Government attorney in a criminal case, or the parties in a civil case, to conduct the examination of prospective jurors, subject to reasonable limitations imposed by the court. Permits the court to conduct its own additional examination. (Under current law examination by the defendant, Government, or parties is discretionary with the court, which may choose to conduct its own examination).
