Amends the Trade Act of 1974 to make permanent its "Super 301" provision (under which the U.S. Government must identify annually those foreign markets most closed to U.S. exports and initiate specified unfair trade actions to open those markets). Increases from 30 days to 180 days the period between release of the National Trade Estimate and the announcement of Super 301 sanction priorities.
