Summary

Directs the President, through the Secretary of Defense, to establish a unified combatant command for homeland security of the United States (homeland security command) to prepare forces to carry out assigned missions for homeland security. Provides for: (1) a commander and deputy commander of such command; and (2) command headquarters to be located geographically central within the United States, away from any major population center, and in an area with existing infrastructure in use by the armed forces that is tailored to defend against asymmetric terrorist threats.
