Summary

Authorizes the Secretary of Agriculture to collect fees for services in connection with: (1) plant and animal quarantine laws; (2) humane care, treatment, and transportation of animals; and (3) import requirements imposed by other countries to prevent the spread of plant and animal diseases and pests from the United States. States that such fees shall be credited to accounts which the Secretary may establish for such activities, and shall remain available until expended.
