Summary

Federal Construction Project Prevention of Delay Act of 1994 - Requires the head of each Federal agency to report periodically to the Director of the Office of Management and Budget on each ongoing agency construction project. Requires the Director to review and submit to the Congress the information included in each report and provide any assistance necessary to promote the scheduled completion of those projects likely to be subject to a reversion under this Act. Provides that any appropriation for a Federal construction project that has not been obligated through a binding contract or a general construction contract two years after the appropriation is made available shall revert to the originating fund and be available for reappropriation.
