Summary

Amends the Atomic Energy Act of 1954 to prohibit the Nuclear Regulatory Commission from issuing a temporary or full power operating license for a utilization facility to an applicant required to submit an emergency evacuation plan unless the National Academy of Sciences has reported to the Commission regarding the adequacy of: (1) the applicant's emergency evacuation plan; and (2) any other emergency evacuation plan submitted by a State or local government.
