State Export Program Assistance and Development Act of 1991 - Amends the Omnibus Trade and Competitiveness Act of 1988 to direct the Secretary of Commerce to provide assistance to States (that so request it) in developing and implementing an effective export program. Describes the form and scope of such assistance. Authorizes appropriations and terminates authorities under this Act three years after its enactment.
