Summary
Emergency Rail Services Act Amendments - Authorizes the Secretary of Transportation, in the case of an actual or anticipated cessation of essential transportation services by any railroad, to: (1) contract with the trustees for the continued provision of such services; or (2) acquire by purchase, lease, or other transfer, any equipment and facilities of such railroad and any operating rights over the tracks of such railroad as in the judgment of the Secretary is required for the continued provision of such services by the Secretary, the trustees, or the Secretary's assignee or asignees. Provides, that the National Railroad Passenger Corporation is an instrumentality of the Federal Government.
