Summary
Federal Energy Management Amendments of 1990 - Amends the National Energy Conservation Policy Act (NECPA) to replace energy performance goals for Federal buildings with energy conservation and alternative clean energy installation schedules which incorporate payback periods of less than ten years. Prohibits Federal agencies, after January 1, 1994, from entering into specified leases unless a building has installed or begun to install such energy conservation and renewable energy measures. Prescribes implementation guidelines under which each Federal agency must procure certain energy conservation contracts.
