Summary

Federal Noxious Weed Act Amendments of 1990 - Amends the Federal Noxious Weed Act of 1974 to require the Secretary of Agriculture to publish an annual list of noxious weeds. Requires the Secretary to: (1) establish within the Animal and Plant Health Inspection Service a Center for Noxious Weed Management and Data Collection; (2) establish a coordinated management plan for noxious weed control in the United States; and (3) report annually to the appropriate congressional committees regarding such plan and Federal, State, and local agency compliance. Authorizes private landowner cost sharing incentives. Authorizes FY 1990 through 1994 appropriations.
