Summary
Wekiva Wild and Scenic River Designation Act - Amends the Wild and Scenic Rivers Act to designate specified segments of the Wekiva River, Rock Springs Run, Black Water Creek, and Seminole Creek in Florida (Wekiva river system) as components of the National Wild and Scenic Rivers System (NWSRS). Directs the Secretary of the Interior to administer the designated segments as NWSRS components through written cooperative agreements with Florida, except that publicly owned land within the designated segments' boundaries shall continue to be managed by the agency or entity having jurisdiction over the lands. Requires the Secretary to establish the Wekiva River Coordinating Council, through the cooperative agreements, to assist in the development of the comprehensive management plan as required by the Act and in determining whether a proposed water resources project would have a direct and adverse effect on the values for which the designated segments were included in the NWSRS. Declares that implementation of this Act through such cooperative agreements shall not constitute National Park Service administration of the Wekiva river system and shall not cause such system to be considered as a National Park System unit. Provides that this Act shall not: (1) impose or authorize the adoption of additional or more restrictive regulatory requirements; (2) authorize the denial of a permit or the imposition of additional permit conditions; or (3) authorize any governmental agency to reduce or restrict the rights of the owners of uplands adjacent to the designated river segments. Authorizes appropriations.
