Summary

Market Opening Act of 1990 - Amends the Trade Act of 1974 to require the United States Trade Representative (USTR) to take specified action against countries that: (1) have trade acts, policies, or practices burdensome and restrictive to U.S. commerce; and (2) have not reached an agreement with the United States for their elimination. Requires the USTR, if certain current negotiations are not successfully concluded by June 17, 1990, to submit an action plan to the Congress by July 2, 1990.
