Summary
Declares that obligation authority provided for the General Services Administration to lease space from the U.S. Postal Service to house Federal courts in Brooklyn, New York, under the Intermodal Surface Transportation Efficiency Act of 1991: (1) shall not be treated as other established obligation authority for purposes of budgetary provisions triggering across-the-board reductions in obligations for programs under such Act; and (2) shall be subject to appropriations. Restores any obligation authority reductions resulting from such prior treatment.
